General Conditions

Debate competition with Asian Parliamentary System has several conditions, such as:

  1. The debate will take place between two teams that consist of three persons each.
  2. Those two teams will be directed as the Government team and the Opposition team.
  3. The position determination as the Government and the Opposition team will be drawn before the competition starts.
  4. The members of each team will be positioned as the first speaker, the second speaker, and the third speaker before the competition starts.
  5. The motion will be given 30 minutes before the debate and that time is also used for case building.



The Government Team

The government team has to define the motion and support it with giving strong arguments. The government team gives the first definition of the motion that should be appropriate enough to be the topic of the debate.



The Opposition Team

The opposition team has to be against the motion from the government team and build a problem comparison to the government team. If the opposition team thinks the definition is wrong or not debatable, they could challenge the definition and give an alternative definition. 



Motions

Prepared motions would be given in the technical meeting. Impromptu motions would be given before the case building.



Case Building
  • Construct your case and what your team will debate about 
  • The time is 30 minutes 
  • Mobile phones, calculator, laptop, printed materials and any gadgets are forbidden during the case building and the debate
  • Stopwatch is allowed to be brought inside the room 
  • The government will build the case inside the classroom while the opposition will build the case outside the classroom 
  • The team who has been positioned 3 times in the current position may



Walk Out 
  • Team who comes more than ten minutes late will be counted to walk out on that round. 
  • Team that only consists of less than three members is allowed to join the debate, but losing the chance of being the Best Team. 
  • Team who walks out during the preliminary will not be eligible to be positioned on the quarter final.


First Speakers Of The Government

The main responsibilities are: 
  • To define and set up the debate 
  • To present the team position and case 
  • To make one or two arguments


First Speaker Of The Opposition

This speaker should: 
  • Respond to the Definition and Set-up 
  • Allowed to challenge the definition if the definition is not debatable
  • Present the opposition case and position, rebut the PM’s case 
  • Make one or two arguments



Second Speakers In Both Teams

This speaker is responsible to: 
  • Defend their team case (rebuts) 
  • Attack the case of their opponents 
  • Make one or two arguments


Third Speakers In Both Teams
  • Briefly summarize their team’s case 
  • Summarize and prioritize the most important issues in the debate 
  • Analyze those issues


Reply Speech

Reply speech may only be given by the first or second speaker in both teams.

This speaker is responsible to: 
  • Tell everyone what the debate is about 
  • Summarize the position of both teams 
  • Compare those position
  •  Tell everyone why their team should win






Grading Criteria

  1. Matter (40%) 
  • The contents of arguments cover the substance of case 
  • Arguments define the examples, cases, evidences, and facts logically. 
  • Arguments could support  the team and are strong enough. 
  • Arguments include: 
    • Assertion: Statements and testimonies
    • Reasons: Reasons that cover the assertion
    • Evidences: evidences and data that support assertion and reason
    • Link back: Ability to connect assertion, reasons, and evidences.

  1. Manner (40%) 
  • Including speaking fluency, eye contact, body gestures, and other verbal communications.
  1. Method (20%) 
  • Including structure of the case and the method of the speaker.

15-18 = Below average - Poor
19-21 = Average
22-24 = Above average - Very Good
25 = Excellent
